Position Summary:

This position is responsible for providing services to businesses located in or performing work in unincorporated Jasper County, including issuing business licenses and billboard and sign permits in accordance with county zoning ordinances, collecting local accommodations and hospitality taxes, and enforcing related county ordinances.

Major Duties:

• Issues and renews business licenses. • Issues and renews billboard and sign permits. • Collects fees; writes customer receipts; balances cash drawer and makes bank deposit. • Balances cash reports for monies received from payments for business licenses and billboard and sign permits; submits monthly reports to the Director of Administrator Services. • Conducts field audits of business billboards and signs. • Patrols the County to monitor billboards and signs. • Issues the proper citations and notices of violations. • Maintains a variety of logs related to inspection and enforcement activities. • Receives and reviews monthly local accommodations tax and hospitality tax return. • Reconciles accommodations and hospitality tax returns with list of business licenses issued. • Maintains a written record of accommodation and hospitality tax returns received with amounts paid. • Reviews returns for timeliness and correctness. • Performs periodic audits of business license holders to determine accuracy of revenue reporting. • Attends training seminars and meetings. • Performs other related duties as assigned.

Knowledge Required:

• Knowledge of county and department policies and procedures. • Knowledge of county zoning regulations and ordinances pertaining to business licenses, billboards and signs, accommodations, and hospitality taxes. • Knowledge of general office procedures. • Knowledge of the geography of the county. • Knowledge of basic accounting practices. • Skill in the use of Excel and other Microsoft software programs. • Ability to learn and use business license and other related software. • Skill in the use of office equipment such as a computer, calculator, postage meter, copier, and facsimile machine. • Skill in reading maps. • Skill in operating a motor vehicle. • Skill in performing basic mathematical calculations. • Skill in public and interpersonal relations. • Skill in oral and written communications.

Physical Demands:

The work is typically performed while sitting, standing, or walking.

WorkEnvironment:

This work is typically performed in an office, a vehicle, or outdoors. The employee may be exposed to dust, dirt, and occasional cold or inclement weather.

Minimum Qualifications:

• Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education. • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to two years’ experience or service. • Possession of or ability to readily obtain a valid driver’s license issued by the employee’s State of residence for the type of vehicle or equipment operated.
